2. Evaluate
Provider facts remain unchanged while BOS creates a separate deterministic evaluation and records missing evidence.
3. Review
An active human reviews the exact candidate and immutable evaluation. BOS does not approve or reject candidates automatically.
4. Authorize
Approved operations are tenant-bound, single-use, auditable, and stopped when emergency controls or prerequisites fail.
